There is a common misunderstanding that it is the responsibility of the emergency services to ensure everyone evacuates from a building safely. Under current UK legislation, an emergency evacuation plan for all people likely to be in a premises is required and such a plan must not rely upon the intervention of the Fire and Rescue Service to make it work. With no British Standards or industry recognised guidance as there is for other fire and safety equipment, the evacuation of mobility impaired persons from buildings is all too often left to chance, lives are put at risk and responsible persons and duty holders exposed to non-compliance.
